I have seen enough verbal condemnation to last a lifetime. Moving toward economic pressure is a different gear entirely. It is one thing to say something is illegal, but it is another to actually put a price tag on it.

Does the UK really think a few targeted sanctions will stop an ideologically driven expansion? Since when has financial pressure stopped people who view the land as a divine right?
